About Me

Evan has more than a decade of experience advising international and domestic clients on the full spectrum of Singapore financial regulations, including licensing, conduct of business, insolvency and resolution, and other regulatory compliance matters. He has particular expertise in sectors such as banking and securities regulation, fintech, ESG and funds.

He also has specialist experience in derivatives law and supports industry bodies and financial institutions in connection with derivatives regulations, laws and products. Prior to joining Linklaters, he was one of the principal drafters of Singapore industry opinions on netting and collateral enforceability. 

Evan's clients include leading global financial institutions and financial market infrastructures, as well as players in the fintech ecosystem such as crowd-funding platforms, blockchain exchanges and virtual asset service providers.

Among the many matters Evan has worked on, he has advised:

  • DBS Bank, UOB Bank and OCBC Bank on their award-winning covered bonds programmes
  • ISDA and industry participants on the impact of insolvency law reform in Singapore on netting and collateral enforceability 
  • ASIFMA and Singapore industry participants on cross border licensing reform
  • Market operators on the offering of novel token-linked products such as options and commodity derivatives
  • Financial market participants on regulation and enforceability of carbon market transactions
  • Arranger banks for ACME Solar Holdings’ US$334m green bonds
